About the team

charles hargett

Charles has experience in both the government and private sectors. He currently runs a consulting firm he founded aimed at helping very small businesses trying to get established in the Federal marketplace. Charles served as Director of Subcontract Management at a large healthcare company, where he stood up the office and led subcontract administrators and managers. During his tenure, Charles performed various subcontract oversight functions with a total managed portfolio exceeding $1B.

Before he entered the private sector, Charles was a respected career civil servant, working in several Federal government offices in both Department of Defense and civilian agencies. Upon completing his 12-year active duty career in the U.S. Air Force as a contract specialist, career highlights include stints within the Department of Defense with the U.S. Navy, U.S. Army, Defense Health Agency, as well as performing in a leadership capacity in the Department of Energy. Throughout his civil servant career, he led integrated product teams and source selection teams as a contracting officer to issue a request for proposals and award contracts for projects valued at more than $80 Billion. Charles has a long track record of exceptional results with government procurement activity. In addition to his source selection experience, he was responsible for the oversight of highly complex and high-value contracts in healthcare, defense supply, and services contracts, and energy-related products and services, to name a few. For example, Charles was responsible for the oversight of DOD’s TRICARE Managed Care Support Contract valued over $25B. He also led the acquisition office with cognizance over the National Renewable Energy Laboratory in Golden, CO.

Charles holds an MBA from the University of Phoenix and a Masters in Acquisition Management from American Graduate University. He is also Level III certified in Contracting and Program Management.

With over 30 years of leadership working for federal agencies including Department of Defense, Department of Energy as well as Fortune 500 companies, Doug has also been successful in developing and implementing strategic leadership practices successfully growing small and startup companies. His areas of expertise include corporate strategy development, business development, project/program management, new product development, advanced manufacturing and LEAN manufacturing. 

His experience leading high-tech companies includes information technology, aerospace, medical devices, RF and GPS systems, 4G/5G wireless small cell infrastructure, and nuclear weapons. He has started up three project management offices (PMO) and implemented new product development processes and ISO/AS9100 quality systems. He led the automation, capital budget and process improvement of 26 manufacturing facilities in North America for a Multi-National company.

As COO, he led the operations growth of a wireless company from $1.8M to $33M in just 4 years. A proven leader and people person, Doug has served as in executive positions including COO, Director of Operations and Quality Assurance, Director of PMO and Engineering. His corporate leadership achievements include recognized awards including El Paso County employer of the year, Colorado manufacturer of the year, Boeing’s small company supplier of the year, and 688th of Inc. 5000 list of fastest- growing private companies in the U.S. with a three-year growth rate of 637%.

Recently as Director of IT Federal Business Development, he developed a “Best Practices” federal business capture, business development and proposal process resulting in winning IT business from federal agencies. He also led two SBA Mentor/Protégé programs with small companies.

Doug holds a BS in Engineering and an MBA. He is also graduate of the U.S. Army War College earning a Master of Strategic Studies. Doug served in the U.S. Army for over 30 years and holds the rank of Colonel culminating as a Brigade Command in the U.S. Army Reserve. He also served as the Chief of Observers Team (CHOT) for US/ROK Combined Joint Military Operations in Korea Theater of Operations. He earned a bronze star during combat operations and the Legion of Merit. He holds a PMP certification and two patents.

Cynthia began her career as an officer in the United States Air Force in the Contracting career field in 2005. While in the Air Force she supported all base level operations through the procurement of services – such as custodial, landscaping, and the multiple award healthcare support services contract, commodities (including GSA schedule and GPC buys) and was the Team Lead for the Simplified Acquisitions for Base Engineering Requirements (SABER) contract (a multiple award IDIQ). After her 4 years of AF service time, she obtained a government civilian position at the Defense Health Agency (DHA) formerly TRICARE Management Activity (TMA) where she administered multibillion dollar healthcare services contracts such as the Managed Care Support Contract (MCSC), TRICARE Claims Review Services (TCRS), and the TRICARE Quality Monitoring Contract (TQMC). While at the DHA Cynthia was a Contracting Officer for the MCSC North Region contract as well as on the Source Selection Team for the next generation of TQMC and TCRS contracts and has experience in developing requirements, proposal reviews and evaluations, price analysis, negotiations, discussions, internal process development, business rule development, led integrated product teams (IPTs) and all contracting related tasks. After 10 years of service at the DHA, Cynthia was offered a position as the Lead Procurement Contracting Officer (PCO) in charge of the Veteran’s Administration’s Community Care Network (CCN) Source Selection. She led the Source Selection to award three multibillion-dollar healthcare services contracts that improved the availability of healthcare services for our nation’s veterans.

 Following her tenure at the VA Cynthia left Government service to dedicate more time to her family and homeschool her three children. Her desire to continue her professional contracting career led her to an opportunity to consult and support FP&C Consulting clients. Cynthia provides consulting services to businesses seeking Government contracts since 2019. She provides guidance to companies with setting goals, contract administration, pre- and post-award processes, government source selections procedures, proposal development and review, develop/review of capabilities statements, internal process establishment and review, and all actions necessary to assist businesses in reaching their Government contracting goals.

Don brings a wealth of contracting and program management experience to the FPAC team. After being honorably discharged from the United States Air Force, Don embarked on a twenty-three year career with the Defense Contract Management Agency (DCMA) where he served as Chief of Contracts, Contracting Officer, Price/Cost Analyst, Contractor Purchasing System Review Team Captain, and Compensation Analyst. Having transferred to DCMA-Northern Europe for nearly six years, Don was a multi-functional Team Leader whose oversight responsibilities for cost, schedule and performance included DoD contractors throughout all of the United Kingdom and Northern Europe.

Upon returning from England, Don continued his DoD career with the Defense Health Agency (DHA) (formerly the TRICARE Management Activity), and with the Centers for Medicare and Medicaid Service (CMS) where he served as a Contracting Officer, Contracts Chief, and Director of Policy and Pricing for DHA, and as the Director of the Western Program Management Division for CMS.

Upon his retirement after 38 years of Government service, Don ventured into the private sector providing Government and commercial acquisition, general business, operations, and financial consultation and advice to large and small businesses.

During his "free" time, you may see Don on a soccer field or a softball diamond, or on a stage under the bright lights as he satisfies his avocations of being a certified sports official, and as a professional drummer playing in multiple bands in the Denver area.

Don has been married to his wife, Kim, for 33+ years. They have two adult sons, Alex and Tyler---neither of whom live in the basement!
